Abstract
In this article we consider the state as a unit of socio-political system, which is available for basic social and political functions. Under the formal political values we understand recorded in written sources values, and under informal we understand values identified through practical actions of public authorities. Thus the formal and informal socio-political values distinguish the real and the declared values. The system of government serves as the regulatory life of society at any level. Formal expression of social and political values are the legal system, and the means of formation of informal socio-political values are the media influencing public opinion.
