Abstract
The problem of European higher education has been considered in the article. The emphasis on the priorities that guide the European higher education to improve the organizational structure and ensure the quality of research and training, internationalization and transnationalization, quality assurance, update and improve doctoral training, the growing role of universities in building democratic societies and strengthening social cohesion, the culture of academic autonomy and creativity vyschyh educational institutions as a prerequisite for sustainable self-development, implementation of the principles of lifelong learning, focus on the harmonious combination of research, business and practical training, a system of social responsibility Enhancing cross-border educational ties, strengthening the role of ethical principles in professional preparation in terms of higher education. Thesis there is determined priority directions of development of higher education and training, investing in order to ensure the effectiveness of training future professionals; strengthening activities at the international level; recognition of knowledge and information basis for social integration and their interaction - the foundation of global competitiveness; realization of global social and economic goals of international organizations, governments and parliaments, business, civil society; dialogue, partnerships as instruments of democratic formation of just world order. Prognostic aspects of the article is to take account of major developments in the European Higher Education, to facilitate the implementation of a national education competence approach, departure from predmetotsentryzmu, ensuring clarity and comparability of learning outcomes, acquired competences and qualifications, degrees for all stakeholders and thereby establish a framework for the European and global integration. It is indicated that priority directions of Ukrainian higher education should be increased responsibility for creating their own internal quality assurance systems of educational programs and qualifications and their implementation, which will give it a national and international reputation.
